The Delhi Police Commissioner, Sanjay Arora, has issued a new Standard Operating Procedure (SOP) to ensure the safe and smooth conduct of various examinations in the capital. This directive comes on the heels of a Union Home Ministry request for state authorities to support central testing agencies such as the National Testing Agency (NTA) and National Board of Examination (NBE).

Key Instructions in the SOP:

  1. Enhanced Patrolling and Deployment:
    • Increase patrolling by Police Control Room (PCR) vans near examination centers.
    • Deploy adequate police force to maintain peace and public order.
    • Depute an officer at the Central Police Control Room (CPCR) to monitor examinations.
  2. Pre-Exam Preparations:
    • The DCP (headquarters-II) will circulate the exam schedule to relevant districts.
    • Officers are to visit exam centers a day prior to ensure they are sanitized and sealed.
  3. On-the-Day Measures:
    • DCP (PCR) to brief and alert PCR vans near exam centers for enhanced patrolling.
    • Deploy sufficient police force according to the number of candidates.
    • Ensure police presence at centers until the examination concludes and teams depart.
  4. Committee Formation:
    • A standing committee at the headquarters, chaired by Joint/Additional CP (headquarters), with DCP (headquarters-II) and ACP/Coordination-I as members.
    • District-level standing committees chaired by district DCPs, including Additional DCP-1 and ACP (headquarters).
  5. Communication and Coordination:
    • DCP (headquarters-II) to act as the nodal officer for communication between Delhi Police, NTA, NBE, and other CTAs.
    • Share contact information of Additional DCPs-1 with testing agencies for effective coordination.
    • Admit cards to be treated as ‘Movement Passes’ in areas with movement restrictions.

Background and Rationale

The SOP was developed in response to recent controversies and security concerns surrounding several national-level entrance exams, such as NEET-UG. The goal is to ensure a seamless and secure examination process, preventing incidents of impersonation and other disruptions.

Conclusion

These measures reflect a proactive approach by Delhi Police to bolster security and maintain order during examinations. By enhancing patrolling, deploying adequate forces, and establishing clear communication channels, the Delhi Police aims to provide a secure environment for candidates and examination staff alike.
